Downtown currently has roughly 80 residential units, with potential for another 200. Finance Director Joseph Lillio provided the mid-year budget review for 2016/17 with the news that the City’s unassigned fund balance had grown from the previously estimated $14.1 million up to $16.4 million. This was due to 2015/16 revenues coming in about $700,000 higher than expected with expenditures down by just over $1 million. For 2016/17, the Council had adopted a revenue budget of $67.8 million and expenditures of $69.8 million. While revenue estimates remain the same as of mid-year, expenditures are tracking down by $1 million due to personnel vacancies. Additionally, the City’s surplus reserves for 2016/17 are now at $1.55 million mid-year in contrast to the originally adopted amount of just $40,712. With that in mind, the Council unanimously approved staff appropriation requests for over a dozen items--including $500,000 into the Economic Uncertainty Fund (to fulfill the Council’s policy of having $2 million in that fund) as well as $200,000 for a new police department roof and $120,000 for Fire Station #1 seismic retrofit and facility upgrades. El Segundo Fire Department Environmental Safety Manager Steve Koester updated the Council on the new safety program for the Chevron refinery, which includes a hazardous material emergency response plan; underground tank program; aboveground petroleum storage tank program; and hazardous waste generator program. It additionally features a California accidental release prevention program as a way to protect the community from extremely hazardous materials handled by businesses and chemicals with the potential for offsite consequences. The prevention program has three tiers and requires a written plan prepared by the business. Koester explained that the Fire Department will be more involved with routine, day-to-day activities to support a safety culture at Chevron and prevent incidents. He added that the City won’t have to rely on the state agency OSHA to ensure the refinery continues a proactive approach towards safety. The Council also heard the latest on the Los Angeles Department of Water & Power (DWP) Scattergood Unit 3 Decommissioning Project. Spokesperson Ian Guthrie summarized the 18-month process to dismantle the generating unit located at the southwest corner of the DWP property near Grand and Vista del Mar—with completion targeted for February 2018. Demolition work will occur weekdays between 7 a.m. and 6 p.m., with most of the activities wrapping up closer to 3:30. Guthrie noted that the project is part of an old settlement agreement to replace Unit 3 with more efficient, lower-emission technology. Future plans (by 2024) will shut down other units that still use ocean water for cooling purposes. Guthrie said trucks will mainly use Vista del Mar and Imperial Highway for their routes into the station in order to minimize traffic impacts on Grand—though early morning short-duration street or lane closures are expected for equipment access. Bike paths and sidewalks will remain open for public use and safety personnel. Meanwhile the dismantling process will occur piece by piece (more costly and time-consuming, according to Guthrie) with no explosives used. Mayor Pro Tem Drew Boyles asked Guthrie about painting a storage tank on the property that “is really an eyesore,” with Mayor Suzanne Fuentes wondering about incorporating the City’s centennial logo.
