City Council from front page This year’s program will honor Skechers for that company’s dedication to education. Proceeds from the Gala go towards Ed!’s $1.3 million fundraising goal for 2016/17. A third presentation noted May as National Older Americans Month, honored Sharon Hladek as the 2017 El Segundo Older American of the Year, and recognized the Elderfest Celebration taking place Saturday, May 13 from 11 a.m. to 2 p.m. at the Joslyn Center. Also on Tuesday, the Council heard a report from Finance Director Joseph Lillio on staff’s just-released request for proposal (RFP) to put together a cost allocation and comprehensive cost of service plan. The goal is to determine the City’s true overall costs (including indirect ones) in order to properly set fees for services and also properly calculate billable hourly rates for federal and state grants, among other items. Councilmember Mike Dugan questioned the need to pay an outside consultant to conduct the study, as the price tag to the City could run up to $80,000. Lillio explained that the work in question is extremely intricate and will entail compliance with Propositions 218 and 26—the latter of which may classify certain fees as taxes and potentially subject the City to legal challenges in the future. He added that his department is understaffed and can’t take on a project of this scope—while contending that retaining a consultant that specializes in this realm is more cost-effective than doing the study in-house. The City revised fee structures in recent years for Recreation and Parks as well as Planning, but most other areas have not seen updates since 2008 or prior—in some cases going back to the 1990s. With the RFP released last week, proposals will arrive later this month with finalists to be selected on June 1 and the Council scheduled to approve the contract on June 20. Work will begin this summer with a preliminary report to staff by December, a presentation to the Council in February 2018 and project completion in March 2018. A public hearing/adoption of new fees by the Council will take place a year from now. Lillio pointed out that the project is in the City’s 2017/18 work plan and can be paid for incrementally. To better monitor the system going forward, he indicated that he will create a “master fee schedule” in the future that can be updated annually. City Manager Greg Carpenter announced that the server for the elsegundo.org website is now improved and speedier than before.
