However Baldino seemed in favor of requiring zero parking spaces for each residence while Newman and Nichl, along with Wingate as a member of the public, insisted each residence must supply at least 0.5 parking spaces, which would automatically be rounded up to one. Ultimately, the City Council will be tasked with making a final decision on the issue, which was brought to attention by applicant and local real estate agent Bill Ruane. Ruane is involved in the sale of a unit on Richmond Street that requires the upstairs tenant to be part of the downstairs business. In its presentation to the Planning Commission, City staff explained that the Downtown Specific Plan was adopted in 2000 and did not allow residential units in the district. In 2001, the City Council took a look at whether to allow live/work units or unrestricted residential units above commercial units downtown, ultimately going with live/work units in which the upstairs residents have to be affiliated with the downstairs business. Unrestricted residential use would mean that the resident above a commercial business did not have to be affiliated with the downstairs business. Since the 2001 implementation of the requirement, six live/work units have been built: one in 2003 on Main Street where Newman lives, four units in 2003 at 121-127 Richmond (the sale of one of these units triggered Ruane’s request), and one unit at 426 Main Street in 2004. The Planning Commission’s role is to propose the action, if any, the City should take to alter the Downtown Specific Plan. The public hearing on the matter will resume at the next meeting on Thursday, April 27. In other action, the Commission praised applicant Harry Wu’s detailed building plans for four residential condo units at 129 Palm Avenue and voted unanimously to move the project forward. After verifying the project met all codes and requirements, Commissioner Nicol said, “It’s been a long time since we’ve seen a project like this that hasn’t come before us and asked for something.” Added Wingate, “This will really fit the rest of the block, which is all apartments and condominiums, so it seems like a good use of the land.” And earlier, at the beginning of the meeting, Chair Baldino pulled a consent calendar item for discussion to clarify why Stuft Pizza at 400 Main Street had a previous license to sell beer and wine suspended. Once Vilma Delgado, the applicant for Stuft Pizza’s new request to sell beer and wine, explained that the previous alcoholic sales suspension was for nonpayment, Baldino gave his consent since the suspension “wasn’t due to any impropriety.” He also asked if the restaurant had any plans to spruce up its interior, noting how much his kids frequent the pizza place, which sits on a corner across the street from City Hall. Delgado said no plans were in place. “I gotta say, I think Stuft Pizza’s got the best location on Main Street,” Baldino said. “You’ve got that cool sign out there. My kids love going there, so I would like to see it kind of be renovated and brought up to the rest of the caliber of Main Street ‘cos it’s looking a little tired, to be honest with you. But I can’t keep my kids out of that place.” After Baldino’s comment, Wingate noted, “Well, I think once you get your beer and wine license back, you’ll have more income and be able to spruce it up a bit. It usually works that way.” The commissioners then voted 4-0 to allow the pizza eatery to sell beer and wine.
