Jerry Gerome Starbuck Jerry Gerome Starbuck, 73, of Jupiter, FL, passed away Sunday, March 01, 2015 at Delray Medical Center in Delray Beach, Florida. Jerry was born November 03, 1941 in Searcy, Arkansas to Charles and Elizabeth Starbuck. He graduated from El Segundo High School in El Segundo, California in 1959. Jerry went on to attend the University of Southern California where he studied engineering. He was a partner in Highway Rehabilitation Corp. in Brewster, New York from 1981 to 2006. Jerry was a licensed US Coast Guard Merchant Marine, had his 100 Ton Captains License and in his younger years raced in the NHRA Drag Racing. He was a Member of The Buffalo Launch Club, loved his animals, liked his children and enjoyed spending time with family and friends hunting, fishing and traveling, especially his frequent trips to Las Vegas. Jerry is survived by his wife of 35 years, Julia S. Starbuck; daughters, Jenie A. McGrew, Christie Starbuck, Julia E. Starbuck, Tiffany G. Starbuck and Jennifer G. Starbuck; sons, Jerry G. Starbuck, Troy E. Starbuck, Richard C. Bontempi and Jasen R. Starbuck; eleven grandchildren and two great-grandchildren. There will be a memorial service for family and friends on Thursday, July 16, 2015 from 4:00 – 6:00 PM at the Creekview Restaurant, 5629 Main Street, Williamsville, New York 14221. Katsouleas noted that 11 of 15 capital projects in 2014 would have fallen under the alternate bidding procedure. She also cited examples of project types that could qualify--including repairs to curbs and gutters, ADA ramps, lighting, HVAC, roofs, windows, valves, plumbing and more. “It allows staff to complete projects in a fraction of the time…and better serves the public,” she said. While ultimately approving the move, Mayor Pro Tem Carl Jacobson expressed his preference to cap the City Manager’s approval authority at $25,000 out of concern for public transparency. Fellhauer pointed out that the projects in question were already approved and really didn’t need to go back to the Council. Fuentes indicated that she was comfortable with the $45,000 threshold. “I don’t think $30,000 buys us much,” she said, adding that it is very constraining for projects to take months and months. Though requiring Council approval, projects between $45,000 and $175,000 will allow informal bidding procedures in which the City can utilize a predetermined list of qualified vendors (rather than be forced to reach out to the entire market). Projects over $175,000 will require advertising at large in trade publications. The new system also raises the threshold for bid bonds from $30,000 to $45,000.
