The Council also approved the appointments of Brian Hauer and Tori Lieberstein to the City’s Technology Committee. Both will serve partial terms, with Hauer’s expiring on June 30, 2019 and Lieberstein wrapping up one year after that. This brings the committee’s membership up to the allotted seven. At Fuentes’ request, the Council directed staff to send a letter of support to the State Assembly Public Safety Committee for Assembly Bill 1326. The legislation is in reaction to 2014’s Proposition 47 that increased the threshold for what is considered grand theft (a felony) from $450 to $950 per incident. The bill looks to address the continuing increase in theft crimes by allowing law enforcement authorities to take the cumulative dollar value of property stolen by an individual over the course of a year into account and then be able to proceed with felony prosecution if that amount hits or exceeds $950. Addressing the Council on the topic, Police Chief Mitch Tavera spoke of offenders “pillaging retail businesses” while being aware that they can’t be arrested for a felony as long as the stolen goods fall under that $950 threshold. He added that due to Prop 47, officers can no longer arrest people on suspicion (with probable cause) of theft. The categories of shoplifting, forgery, non-sufficient funds for checks and possession of stolen property all fall under the $950 window. Councilmember Don Brann received his colleagues’ blessing to establish an ad-hoc committee to look at how the City can deal with problems related to the public employees retirement system (CalPERS) and escalating pension liabilities. He spoke of the importance of getting a group together “to learn what we’re on the hook for” and figure out what the current Council can do. “The longer you let this go, the worse it becomes,” Brann said. Dugan supported the move, but added that the matter “needs to go far beyond El Segundo” and should involve other municipalities and organizations such as the League of California Cities. During public communications, local resident Richard Arabian asked the Council to consider reevaluating water/sewer billing in the future—in particular a wastewater treatment charge that is the same for residents regardless of how many units of water they use. He felt that out of fairness, the fee should be assessed on a prorated basis while still achieving the City’s financial needs. Fuentes and Brann agreed, though it will be another year-and-half before the Council looks at water bills again.
