As a condition of approval, the developer was required to provide six units of affordable housing, consisting of two units for qualified extremely low income households, two units for qualified very low income households, and two units for qualified low income households. As part of the Development Agreement, the developer / applicant paid $300,000 to cover the City’s costs in administering the affordable housing program for the six units. The applicant requests an amendment to the conditions of approval, the Development Agreement and Specific Plan changing the level of affordability to moderate income units as defined by state law, and proposes to increase the number of affordable housing units to a total of eight units. The applicant has also offered to pay the City $100,000 to reimburse the City’s costs in administering the affordable housing program for the two additional units. The Planning Commission considered the requested amendment on February 28, 2019, at which time the Commission recommended City Council approval of the requested amendment.
