Description: The updated Smoky Hollow Specific Plan identifies the longterm vision and objectives for private development and public improvements within the Plan area. The Specific Plan update establishes land use, transportation, infrastructure, economic development, and urban design strategies to promote an eclectic incubator district providing opportunities for businesses to thrive in a creative, innovative, and dynamic environment. The Plan values the innovative characteristics of the creative sector cluster that has begun to emerge in the existing industrial district, providing better public amenities and an infrastructure that aids the creation of an exciting community space. Public realm (roadway) improvements include a reenvisioned Franklin Avenue, expanded sidewalks and additional parking along El Segundo Boulevard, one-way streets and angled parking on certain north/ south streets, and additional bicycle route signage on Grand Avenue. The Smoky Hollow Specific Plan update provides new development standards and incentives for redevelopment and rehabilitation of existing structures, particularly regarding underutilized buildings and properties, and flexibility between a variety of commercial and industrial uses. The project includes a General Plan amendment to allow additional development capacity at a Floor Area Ratio (FAR) of 1.0 if certain requirements are met. Environmental Issues The City of El Segundo anticipates that the following environmental topics will need to be addressed in the EIR: aesthetics, air quality, biological resources, cultural and historic resources and tribal cultural resources, geology and soils, greenhouse gas emissions and global climate change, hazards and hazardous materials, hydrology and water quality, land use and planning, noise, population and housing, public services, transportation and circulation, utilities and service systems, and agriculture, forestry and minerals. Responding to this Notice Because the City has already determined that an EIR is required for the proposed Smoky Hollow Specific Plan Update, and as permitted by CEQA Guidelines Section 15060(d) (Preliminary Review), the City will not prepare an Initial Study for the project.
