The process involves submitting plans for the City departments to review, making necessary revisions to that plan, receiving the building permit, and then beginning construction. Another notable element of the new code is a clause that raises the threshold for requiring a three-car garage from the previous 3,000 square feet to 3,500 square feet of house. “The most compelling reason for doing this was that garages take up a lot of space and the square footage of the garage is not included in the calculations for the size limit of the house,” said McClain. “The goal was to discourage mansionization… but if you require a three-car garage and it is attached to the house, you are forcing a really big house to be developed. Also, a three-car garage with all the spaces side by side takes up more than half the width of a typical El Segundo lot. Other lesser considerations were the increased use of driveways for parking and garages for storage, and a longer-term trend towards declining car ownership.” The new code goes into effect this month, so what does that mean for those who submitted their addition plans prior? “Those who wanted to be approved under the old rules—and there were a few--are being reviewed under the old rules,” said McClain. “Those that were approved but not constructed can go ahead and construct as long as they do not let their building permits expire. For those who built under the old rules, they are probably overbuilt by the new rules. Nothing has to be done for those cases unless they want to remodel.” McClain added that those who could not get approved in the past due to modulation snags should expect a faster plan check process if they choose to resubmit their designs to the City. So far, McClain reports mostly positive responses to the changes—though there are some opponents including Mayor Suzanne Fuentes who expressed concern about potential parking issues she believes may still entail by allowing that extra 500 feet of house before requiring a three-car garage; and Councilmember Don Brann, who does not want any sort of FAR increase for fear of homes getting any bigger in town.
