A forgery report was taken at 0733 hours from the 800 block of Hillcrest Street. Unknown suspect obtains victim’s personal information and attempted to open an American Express account. A missing person report was taken at 1403 hours from the 600 block of West Sycamore Avenue. A female adult was reported as missing. Missing person returned home at 1640 hours. Tuesday, March 1, 2016 A burglary (commercial)/conspiracy/robbery/ brandishing a deadly weapon report was taken at 2002 hours from the 700 block of South Sepulveda Boulevard. Suspect entered a business and attempted to purchase merchandise through fraudulent means. Suspect was picked up by a second suspect who brandished a handgun while fleeing in a vehicle. A burglary (residential) report was taken at 1216 hours from the 300 block of Loma Vista Street. Unknown suspect(s) removed a toolbox from a truck bed. One male adult was detained at 1225 hours from the 500 block of North Nash Street and transported to Harbor UCLA Medical Center for treatment and evaluation. An indecent exposure report was taken at 1447 hours from Grand Avenue and Virginia Street. Wednesday, March 2, 2016 A misdemeanor hit and run report was taken at 2048 hours from Grand Avenue and Sepulveda Boulevard, truck versus a fire hydrant. Burglary (vehicle) report was taken at 0435 hours from the 900 block of East Imperial Avenue. Burglary (vehicle) report was taken at 0533 hours from the 100 block of Loma Vista Street. The suspect(s) broke into the vehicle and stole the victim’s property. Traffic accident (with injuries) occurred at 1126 hours in the 2100 block of Atwood Way, motorcycle versus street. Lost Property Report- A lost property report was taken at 1710 hours from the 200 block of North Sepulveda Boulevard. A purse was lost. Grand theft auto occurred between 1800 hours on 03/01/16 and 1824 hours on 03/02/16 in the 1000 block of East Walnut Avenue. A 1991 Honda Accord was stolen. • City Clerk from front page average voter turnout for that city over the previous four statewide general elections. “It’s complicated, but the bill will require El Segundo to consolidate its stand-alone election with that of Los Angeles County-run national and state elections, due to the City’s low voter turnout in the last four elections,” Weaver said. “Unless the bill is overturned, then those elected in El Segundo in 2018 would hold office until December 2022 at which time the election would be certified at the first meeting in December. In theory, the author of the bill believes voter participation would increase with a consolidated election, though there are no real statistics to prove this theory. Also, it is typically more expensive to consolidate--and stand-alone elections are historically less expensive to run.” In the 2014 municipal election, El Segundo had just a 28.45% turnout. \ According to Weaver, El Segundo can choose to buy a little bit of time to ward off the inevitable. “We can hold off having to make the change until 2022 if the City Council in 2017 passes an ordinance stating we plan to move the election date and consolidate with the County of Los Angeles,” she said. If the bill is not repealed and the Council decides against the ordinance, the two Council members voted in during 2014 will serve an extra seven and a half months beyond their four-year terms. Regardless of SB415, Weaver said her office looks to increase local voter participation. “We are in the process of creating a Facebook page, and marketing to create awareness of the importance of voting in city elections,” Weaver said. “We would like to reach out to community groups, if they are interested, so we can make a presentation providing the important election dates and handing out vote-by-mail applications as well as assist with registering to vote. We want to get the message out.” This April’s election will include three polling locations--El Segundo Public Library Friends of the Library room at 111 W. Mariposa, Center Street Elementary School Cougar Café at 700 Center Street, and City Hall Human Resources Conference Room at 350 Main Street. Voters can check their ballot statements to see which location applies to them, or they may call the City Clerk’s office. Each site will have six poll workers. As she looks forward to her second term, Weaver noted that she has learned a tremendous amount about how the City runs during her tenure so far. “After nearly four years, I feel I have begun to feel comfortable in the role of Clerk,” she said. “There is a significant amount of work involved here, including overseeing agendas, minutes, Public Record requests, claims, contracts, resolutions, ordinances and subpoenas.” The Clerk is also the local official who administers elections, access to City records and all legislative actions requiring public transparency. Looking at her achievements since taking office, Weaver said she was proud to help implement a new and more user-friendly digital document and scanning management software for the City that will pay dividends in the future as it continues to be augmented. She also attended various classes and seminars in order to keep up with ever-changing laws and regulations. “I am also just a few courses shy of completing my CMC [Certified Municipal Clerk] and achieving this certification is one of my goals for next term,” Weaver reported. Other future projects include moving towards a paperless agenda should the Council members be open to giving up their notebooks. “In the meantime, I would at least like to see an agenda management tool implemented. We’d like to expand on our document imaging management to continue to help with work-flow efficiency within the office. And not to beat a dead horse, but we’ve got to increase voter turnout…” •
