Call it a draw. The January net-metering decision won’t end the utilities-vs.-solar struggle. It pushes it down the road to 2019, when the Public Utilities Commission will reconsider net metering once changes to residential electricity rates and grid modernization proceedings take full effect. Even the members of the Public Utilities Commission who supported the net-metering program admit that more charges are coming in 2019, which will affect the affordability of home solar. One of the changes the commission approved will result in solar homes paying higher rates for power during peak-use times and lower rates during off-times. The switch to time-of-use rates instead of a flat rate creates uncertainty about the actual costs and savings for a homeowner who switches to net metering, said Gallagher of the Solar Energy Institutes Association, a nationwide alliance of 1,000 companies in the solar-energy business. The goal of time-varying rates, as explained by a news report in USA Today, is “giving people a financial incentive to cut back in the evenings, on hot summer days and during other periods when demand traditionally peaks.” All homes will be switched to time-varying rates in 2019, under a separate decision by the Public Utilities Commission. I am honored to be part of such a progressive district and have the ability to work with such a diverse set of students.” District director of information technology Danny Gauna was the next presenter to the podium. He delivered an update on the District’s ongoing switch replacement project. Beginning with a slide entitled “What’s a switch?”, his presentation focused on the strides being made at all of the District schools, as well as at the District office, to upgraded District technology. He said that switches are the “main brain” that helps connect computer devices in the District. In an email sent prior to the meeting, Gauna wrote that “the infrastructure network switch replacement project is a great start in improving our network for a robust wired and wireless network.” His presentation ended with a “next steps for the Future slide,” mentioning a District-wide new fiber connection upgrade, implementation of a new wireless network, and “piloting a Cisco Voice and Telepresence solution” next month. Student representative to the Board, Lexi Griffin, then made her report, noting the recent successes of High School sporting teams. There were only seven consent items listed on the 65-minute meeting agenda. Item F received the Board’s consent, and will allow the District to offer a special education extended school-year program in the summer of 2016. The program will run from June 20 through July 15, with the District Office of Pupil Services designing the program and preparing registration materials, and supporting the staff. Also consented to: The implementation of the popular AVID (Advancement Via Individual Determination) program at the High School for the 2016-17 school year. Next up were the eight action items, including an amendment to SoCal ROC joint powers agreement, which will allow for continued funding of the Center; the approval of a resolution making the week of March 7-11 “National School Breakfast Week” to highlight the need to start the school-day with a nutritious breakfast; the approval of Single Plan(s) for Student Achievement for the elementary, as well as the Middle School; and the approval to issue an RFP (request for proposal) from grounds maintenance companies that are interested in working for the District to take care of maintenance and landscaping needs, with the current maintenance contract having come to an end. The meeting wound down with the members quickly hearing information about the comprehensive school site safety plans, and the participation agreement with the aforementioned SELPA organization. Lofgren, filling in for Superintendent Moore, who was not in attendance because of a family matter, then highlighted upcoming items on the District’s informational calendar. Board members reports followed, with President Garza and the other members thanking Lofgren for pinch-hitting for Moore, as well as mentioning executive assistant Allison Anderson and her help as the Board members prepared for Tuesday night’s meeting in the absence of Moore.
