El Segundo Herald: Pub. 2/9, 2/16, 2/23, 3/2/2017 H-1584 that studied the issue, called it a “simple, clean code that handles massing and opens up design possibilities.” The Council will have a second reading on the matter in two weeks. In another public hearing, El Segundo Police Captain Bob Turnbull presented the latest tweaks to the suggested ordinance to restrict oversized vehicle parking in town. This after a November community meeting where a group of mostly RV owners voiced their concerns. The main element of the ordinance prohibits such vehicles from parking in town between 2 a.m. and 6 a.m. However, those showing proof of residency in El Segundo can register with the Police Department and then secure up to 12 two-day permits per quarter (a max of 96 days a year) to park on their street—with the ability go back to back with a couple of the permits and park for four consecutive days (96 hours). Another revision from the previously proposed ordinance (for traffic safety and sight line purposes) requires vehicles to be parked at least 25 feet from an intersection. Also, detached trailers (which could not be parked in town at all in the original plan) can now be registered and permitted as separate vehicles. Turnbull mentioned a possible registration fee of no more than $25 to help recoup labor and signage costs, but the Council did not make a decision on any charges on Tuesday and could choose not to impose any. General consensus among the RV owners is that they do not want any new fees—especially since many already pay to store their vehicles offsite. During the public hearing, resident John Regan said he does not want “to pay to put it [RV] in front of my house” and that he lives in a parking-challenged area where there is “no way” to keep the vehicle 25 feet from the corner. Ron Swanson urged the Council to move forward with the ordinance, noting the amount of RVs parked in Smoky Hollow is “pathetic.” Regarding RVs parked around town in general, Mayor Fuentes reported that she hears mostly from “people who don’t like it in their neighborhood” and noted that a trailer in front of Richmond Street School is “creepy.” If the Council adopts the ordinance in two weeks, the Police Department will launch a social media campaign in March and install 16 signs around town. Enforcement would begin on April 1 and include placing notices on abandoned vehicles. Because of a business conflict, Mayor Pro Tem Drew Boyles recused himself from the RV item. He was also absent for a discussion about how the City should proceed in its relationship with Paolucci Selling & Martin Communications Art (PSM)—the agency that has handled the City’s business marketing and branding for the last three years. The plan this past November was to make a contract amendment with a budgeted amount of $440,000 so PSM could move forward with the next phase of the campaign. But an issue came to light because Boyles also uses PSM’s services for his own businesses. In early December, City Attorney Mark Hensley sought the opinion of the Fair Political Practices Commission (FPPC) to see if it’s a conflict for Boyles to vote on the contract amendment and even if the City can legally enter into the agreement given the Mayor Pro Tem’s involvement with PCM. Though its historic turnaround time has been 21 business days, the FPPC has yet to respond to the inquiry—putting the City in limbo and the marketing effort on hiatus for over two months. The Council ultimately agreed to look for an interim agency to get marketing back on track (Economic Development Advisory Council Chair Al Keahi was also on hand and recommended this course) until the PSM situation resolves. Councilmember Don Brann, preferring not to subject the City to accusations of backdoor deals, said he does not want to work with PSM anymore regardless of the FPPC’s feedback— and then voted against the move for an interim. Keahi pointed out that PSM had “put three years of their hard labor” into El Segundo’s campaign and argued that to “re-up the program” would further kill momentum since it would take months for the City to get back to where it was. He suggested going with an interim group to launch what is already in place. “Most new agencies will want to change and have their own campaign—it’s too late for that now,” Keahi said. The Council also discussed the possible name change of Sepulveda Boulevard to Pacific Coast Highway, which Boyles pushed to do “as soon as possible” as he felt the move will “significantly improve the cachet of those businesses” by indicating to outsiders a location close to the beach. Before moving forward, the City will first reach out to Caltrans to see if the street can be “co-named” as a way to alleviate issues for businesses that will have to spend a good deal of money to implement the address change in their materials. Staff will also conduct an updated survey of Sepulveda businesses (last done in 2014 with a split opinion on the name change), and ask the El Segundo Chamber of Commerce’s Government Affairs Committee to add the item to its next agenda. Meanwhile, neighboring Manhattan Beach has indicated no interest in joining in the cause—making it unlikely that Pacific Coast Highway can run contiguously going south from El Segundo. In a bit of distressing financial news, City Manager Greg Carpenter reported that CalPERS recently changed its methodology and reduced its expected investment return—with the longterm numbers dropping from 7.5 percent to seven percent. Over the long haul it means the City’s liability will increase from the originally estimated $5.4 million to $9 million over the next six years—which will force the future Council to consider new revenue-generating options to make up the gap. Among the very early ideas bandied about are a business license tax increase (for smaller companies), and fees for residential trash collection. Mayor Fuentes pointed to California’s $307 billion unfunded pension liability, which she said is unsustainable. In other action, the Council added two new members (Delores McAllister and Jay Beynton) to the City’s Arts and Culture Advisory Committee; adopted the City’s three-year strategic plan---adding in various metrics and survey questions that will measure performance and report on resident and employee satisfaction; and dedicated the one-block Lairport Street as “Carl Jacobson Drive” as a ceremonial second name in honor of the longtime former Councilmember and Mayor. The street is also home to the Automobile Driving Museum where Jacobson is a docent. Brann applauded the idea and noted that he himself missed as many meetings—two—this past December as Jacobson did total in 24 years on the Council. See City Council, page 18
