Increases are proposed to pay for increases in the City’s costs to acquire water from other agencies, to provide potable water services to properties located within the City, to provide for treatment and discharge of wastewater generated by those properties, and to meet the regulatory obligations imposed by the State of California Department of Public Health (DPH) and the U.S. Environmental Protection Agency (EPA). Water Rate Study A recently completed water rate study proposed a multi-year rate schedule to adjust monthly water rates to cover the City’s cost of providing these services. The FY 2014-2015 increase is proposed to be implemented on or after March 6, 2015. FY 2015-2016, FY 2016-2017, FY 2017-2018, FY 2018-2019, rate increases are proposed for implementation on the first of July and January of each subsequent year due to when annual rate increases are passed through from the Metropolitan Water District and West Basin Municipal Water District.
