Consistent with the requirements of CEQA, the City has released this Notice of Preparation (NOP) to seek comments regarding any specific concerns related to the potential environmental effects of the Project. Information gathered during the NOP comment period will be used to shape and focus future analyses of environmental issues. If you are a public agency, the City is interested in your agency’s views as to the scope and content of the environmental information germane to your agency’s statutory responsibilities. As a responsible or trustee agency, your agency may need to use the EIR prepared by the City when considering issuance of a permit or other approval for the Project. The proposed Project is located in the County of Los Angeles, in the northeast quadrant of the City of El Segundo, approximately 10 miles southwest of downtown Los Angeles. More specifically, the Project site is approximately 12.5 acres and consists of three parcels located at 333 Continental Boulevard, 455-475 Continental Boulevard, and 1955 East Grand Avenue (see Figure 1). The Continental Grand Campus Specific Plan would allow for the orderly expansion and ultimate build-out of the Mattel corporate headquarters. The project would result in a net increase of approximately 445,766 gross square feet (gsf) of floor area throughout the headquarters complex. Specifically, the Project would consist of: Constructing a new a 14-story office building measuring approximately 328,612 gsf (293,160 net square feet) on the parcel located at 455 Continental Boulevard. Approximately 219,870 net square feet would be used for office space and approximately 73,290 net square feet would be used for design and development. The remaining 35,452 net square feet would be distributed throughout the 14-story building and would consist of stairwells, storage closets, restrooms, and mechnaical rooms. An eight-level parking structure on the parcel located at 455 Continental Parcel. A new surface parking lot would also be located behind the structure. Demolition of the existing 57,082 square foot building located at 1955 Grand Avenue, and constructing a new 6-story office building measuring up to 174,240 square feet. The existing improvements at 333 Continental Boulevard would remain unchanged. With the proposed development on the 455 Continental Boulevard and 1955 Grand Avenue Parcels, and the existing development on the 333 Continental Boulevard Parcel, an overall FAR of 1.6 would result on the site. In addition to the Specific Plan, the Project entitlements include a Development Agreement, a General Plan Amendment, and a Zone Text Amendment to exceed the allowable floor area ratio (FAR) of 0.8. An Initial Study was completed and determined that an EIR is needed to fully evaluate certain issues and their potential level of significance. Initial review indicates that the following issues may be of concern and/or require specific mitigation to avoid/ reduce impacts: Aesthetics, Air Quality, Cultural Resources, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology/Water Quality, Land Use/Planning, Noise, Public Services, Transportation/Traffic, and Utilities and Service Systems. This notice is a request for environmental information that any person or organization believes should be addressed in the EIR. The City invites you to submit written comments describing your specific environmental concerns. If representing a public agency, please identify your specific areas of statutory responsibility. Written comments are desired at the earliest possible date, but NOTICE INVITING SEALED BIDS FOR THE FIRE STATION #1 KITCHEN IMPROVEMENTS IN THE CITY OF EL SEGUNDO PROJECT NO.: PW 17-06 The City of El Segundo is accepting sealed bids in the City Clerk’s office, 350 Main Street, El Segundo, California 90245, until 11:00 a.m. on: TUESDAY, JANUARY 24, 2017 at which time they will be publicly opened. Bids will not be accepted after that time. As described in the Bidding Documents, the bids are for a Public Works project (“Project”) which consists of KITCHEN IMPROVEMENTS at the Fire Station #1 and related work as shown on the plans on file with the City’s Public Works Department. The project location is at 314 Main Street. Construction shall include but not be limited to demolition of existing counters, upper and lower cabinets, non-structural wall, flooring, and associated fixtures, and installation of upper and lower cabinets, median counter island, flooring, ceiling tiles, and associated fixtures, plumbing and electrical work. Work on the Project must be performed in strict conformity with Specifications No. PW 17-06 as adopted by the El Segundo City Council on December 20, 2016, which is filed with the Public Works Department. Copies of the Plans, Specifications, Contract Documents and Engineer’s estimate are available from the Engineering Division of the Public Works Department, City of El Segundo, 350 Main Street, El Segundo, California, 90245. Plans and Specifications are alternately available electronically via http://www.elsegundo.org/depts/works/ project_request_contact_form.asp. A pre-bid meeting is scheduled for Tuesday, January 17, 2017 at 11:00 AM, at the Fire Station #1 at 314 Main Street, El Segundo, CA 90245. Bidders’ attendance at this meeting is mandatory. Questions regarding the bid shall be submitted by 6:00 pm on Tuesday, January 17, 2017 to http://www. elsegundo.org/depts/works/project_ request_contact_form.asp. The terms and conditions for bidding on the Project are described in the attached Bidding Instructions. This project requires payment of State prevailing rates of wages for Los Angeles County. The Contractor must post copies of the prevailing schedule at each job site. Copies of these rates of wages are available from the State of California Department of Industrial Relations Prevailing Wage Unit, Telephone No. (415) 703-4774. The website for this agency is currently located at www.dir. ca.gov. The Contractor to whom the Contract is awarded must assist in locating, qualifying, hiring and increasing the skills of minority group employees and applicants for employment, as set forth in Executive Order 11246 and 11375. Any Contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Compliance with the prevailing rates of wages and apprenticeship employment standards established by the State Director of Industrial Relations will be required. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will also be required. The City of El Segundo hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, or religion in any consideration leading to the award of Contract. Note that the Project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. Pursuant to California law, the City must find bids failing to comply with all applicable Labor Code requirements including, without limitation, Labor Code §§ 1725.5 and 1771.4, to be nonresponsive. Five percent (5%) will be deducted from each progress payment and retained by the City. The remainder less the amount of all previous payments will be paid to the Contractor. Pursuant to Public Contracts Code (“PCC”) § 22300, the Contractor may substitute securities for retention monies held by the City or request that the City place such monies into an escrow account. The Contractor is notified, pursuant to PCC § 22300, any such election will be at the Contractor own expense and will include costs incurred by the City to accommodate the Contractor’s request. In entering into a Public Works Contract, or a subcontract, to supply goods, services, or materials pursuant to a Public Works Contract, the Contractor, or Subcontractor, offers and agrees to assign to the awarding body all rights, title and interest in, and to, all causes of action it may have under Section 4 of the Clayton Act (15 U.S.C. Section 15) or under the Cartwright Act (Chapter 2 [commencing with Section 16700] of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, services, or materials pursuant to the Public Works Contract or the subcontract. This assignment shall be made and become effective at the time the awarding body tenders final payment to the Contractor, without further acknowledgment by the parties. As such, the purpose of the scoping meeting is to provide a forum for agencies and the general public to comment on the environmental issues that will be addressed in the forthcoming EIR for the proposed Continental Grand Campus Specific Plan. All interested parties are invited to submit written comments and/or provide testimony at the scoping meeting. The comments will be reviewed and considered by the City as part of the environmental analysis of the proposal. This meeting is not to discuss the merits of the proposal, as future public hearings will be held for that purpose.
